Since 2009, the urban area community of Rennes Métropole has been contributing to the European project LC Facil1 which aims to encourage the exchange of experiences and the dissemination of knowledge between cities in the field of sustainable development.
Being an urban community that welcomes the mutual improvement of local and European initiatives, Rennes Métropole wished to put its practices to the test and share them, and thus contribute to the development of the Reference Framework for Sustainable Cities ( RFSC). The Baro’Métropole is a strate‐gic tool for monitoring regional development and is the main contribution of Rennes Métropole to the LC‐Facil project. Through this input, and in collaboration with the intermunicipal urban planning and development agency for Greater Rennes (Audiar), Rennes Métropole offers the RFSC project its expertise in indicators and monitoring tools.
In 2013, now that an updated version of Baro’Métropole has been published, Audiar is once again exploring the potential mutual improvements that can be made to this tool and to the indicators section of the RFSC.
In 2011, Greater La Rochelle discovered the Reference Framework for Sustainable Cities ( RFSC) when it participated in the testing phase of the tool. Among the projects tested at the time, particular emphasis was put on the local Agenda 21 project. Thus, in 2013 when the final version of the RFSC was made available, Greater La Rochelle decided to use the tool once again to re‐examine its Agenda 21 action programme design brief, two years after the first test was conducted.

Since 2009, the metropolitan area of Rennes Métropole has been contributing to the European project LC Facil1 which aims to encourage the exchange of experiences and the dissemination of knowledge between cities and urban stakeholders in the field of sustainable development. Involvement in this European project, which is directly linked to the development of the RFSC (Reference framework for European sustainable cities), enabled the local authorities of the Rennes metropolitan area to contribute to designing the RFSC tool from the very outset. When Rennes Métropole wished to assess the integrated nature and sustainability of the "Peak rush‐hour operation"2, the RFSC was generally accepted as an appropriate tool for this. This approach helped reveal the potential synergies and conflicts associated with the project and make adjustments with a view to its possible use in other parts of Greater Rennes. This fact sheet highlights the main contributions of the RFSC to the "Peak rush‐hour operation ".
