Two transport specialists from Cerema headed to Egypt on 27-30 January 2019 for the first workshop with the local authorities, as part of a technical cooperation programme setting out to improve urban transport systems.

This mission is part of a programme funded by the French Development Agency’s Fund for Technical Expertise and Experience Transfers (FEXTE), the Egyptian government, Cooperation for Urban Mobility in the Developing World (CODATU, of which Cerema is a member), and Cerema.

This accord, signed on 22 November 2017, sets out to provide technical assistance to the Egyptian Ministry of Transport in the development and operation of urban transport systems. It will do this in coordination with the National Authority of Tunnels (NAT), the Egyptian Company for Metro Management and Operation (ECM) and Alexandria Public Transport Authority (APTA).

The programme will share best practices from Europe and around the world, through technical tours, the development of a national community of practice, and an urban mobility forum. Furthermore, specialists involved in the programme formulated a series of recommendations, and specific studies were outlined.

In concrete terms, this technical cooperation project is pursuing several objectives:
  • To define an action plan and track implementation of funding mechanisms (excluding tariffs)

  • To improve metro operations and maintenance, to reduce costs

  • Set up management and training for metro staff, to bolster their skills

  • Analyse the pricing used on the Cairo and Alexandria metros

  • Analyse the functioning and effectiveness of the recently created Greater Cairo Transport Regulatory Authority (GCTRA)

  • Create an action plan to improve the design of metro station in Cairo and tram stations in Alexandria to boost revenue, especially with regard to advertising

  • Review and improve the design of two major intermodal stations on metro line 3

Participative workshops to rethink two multimodal interchanges

The first workshop brought local stakeholders (National Authority for Tunnels and the Egyptian Company for Metro Management and Operation) together with French specialists,[1] including Cerema, on 27 to 30 January at the Egyptian Ministry of Transport.

The workshop focused on the design of two intermodal metro stations in Cairo, for improved facilities and a multimodal hub. Over the course of this mission, Cerema presented the challenges facing intermodal transport as part of a mobility policy, and what can be leveraged to make it a reality.

Cerema also took part in the interchange design workshops as an expert participant, especially regarding the hierarchy of modes of transport and the integration of active modes of transport.

The work carried out during these participative workshops resulted in the creation of principle sketches for facilities at the interchanges.

As part of this FEXTE programme, Cerema will also attend future workshops on funding and pricing for urban transport.

Cerema will also be involved in the urban transport forum, which takes place in Egypt every year and helps develop a knowledge community for urban transport.
