As part of a twinning funded by the European Commission, Cerema «supported the National Body for Technical Control of Public Works (CTTP) in setting up decision assistance systems for the management of the road network and engineering structures». CTTP is the reference technical body of the Algerian Ministry of Public Works (MTP) for the design and construction of public works structures.
The twinning allowed the creation of a preventive maintenance system for road infrastructure, which is based on the establishment of an efficient database of roads and structures.
Twinning projects funded by the European Commission are administrative cooperation instruments which allow beneficiary countries (candidate countries for membership of the European Union and neighbouring countries) to benefit from the expertise of EU member countries. In addition to this twinning, Cerema has been involved in three other European twinning projects in Morocco (Energy) and Algeria (Road safety / Urban transport). Administrative aspects are handled by Expertise France.
The initiating Franco-Portuguese consortium consisted of:
-
France (leader): the Ministry of Ecological and Inclusive Transition (MTES) via its Delegation for European and International Affairs (DAEI), which relied on its specialist services: Cerema, Ifsttar, regional main roads directorates.
-
Portugal (partner): Laboratorio Nacional de Engenharia Civil (LNEC)
Algeria has a structuring road network of 129,000 km equipped with 4,815 engineering structures, decisive for the country's economy. The public works sector linked to the development of the road network is in full expansion, and therefore a carrier of economic growth. The constant increase in traffic, however, is leading to an increasing number of road accidents, with 4,530 fatalities in 2013.
In this context, the Algerian Ministry of Public Works (MTP) has entrusted the National Body for Technical Control of Public Works (CTTP) to improve the performance of management and maintenance of the road network. For CTTP, the aim was to deal with:
-
The absence of a reliable repository under Geographic Information System (GIS)
-
The lack of a precise definition of certain routes and of network state descriptive data, along with tools to analyse them
-
Lack of a road traffic counting system
The twinning therefore aimed to implement a preventive maintenance system based on data acquisition and analysis tools for an anticipatory maintenance policy.
In support of MTES - DAEI (Ministry of Ecological and Solidarity Transition - Directorate of European and International Affairs), Cerema committed itself alongside the Algerian administration from the start of this twinning in January 2016.
Thirty Cerema experts were involved in helping CTTP manage the roads and structures. They helped with:
-
The collection, use and interpretation of the data collected
-
ASSESSMENT METHODOLOGY
-
Definition of maintenance or reinforcement needs
Various training and exchange programmes in Algeria have mobilised Cerema experts in order to set up the new system, allow its appropriation by the Algerian teams and thus ensure its sustainability.
